PARK VIEW INTERMEDIATE STUDENT COUNCIL CONSTITUTION
Preamble
We the students of Park View Intermediate in order to promote harmony among the student body; to establish a better relationship between this school and others of its kind; and to raise the standards and ideals of the students themselves, do ordain and establish this constitution for the Park View Intermediate Student Council.
Article 1: Name
Section 1: The name of this organization shall be PVI Student Council
Section 2: The officers of PVI Student Council shall make up the Executive Board, hereafter referred to as the Board.
Article 2: Purpose
Section 1: The purpose of this organization shall be:
A. To establish better communication with the student body, faculty, and administration
B. To develop leadership qualities and organizational skills within the membership
C. To promote the general welfare of the school and the community
D. To exemplify excellence in effort and school involvement
E. To set an example for students and future students
F. To keep students safe and secure
Article 3: Membership
Section 1: Membership shall consist of students who are in 7th and 8th grade.
Section 2: All council events shall follow Park View Intermediate School policies regarding illegal substances, weapons and safety, and dress code.
Section 3: No person, on the grounds of race, color, national origin, gender, religion, or disability shall be excluded from or denied the benefits of membership.
Article 4: Meetings
Section 1: Meetings will be held weekly and monthly, as needed. Additional meetings may be called at the discretion of the Board. A 51% presence of current members shall constitute a quorum to transact any business that requires voting. A simple majority of those voting shall constitute an affirmative vote.
Section 2: Meetings with Campus Administrators: The Board will meet every six weeks during the academic year with the campus principal or her/his designee to discuss issues relevant to the Student Council’s purpose as mentioned above.
Article 5: Officers
Section 1: President, Vice-President, Secretary and Treasurer.
Section 2: Officer duties are as follows:
President
Shall preside at the Student Council and other school meetings
Shall construct agendas
Shall maintain the Student Council calendar
Vice-President
Shall take President’s responsibilities if he/she is absent or unable to perform the duties of the office
Shall assist President when they ask for help
Shall ascend to the President’s position if the President resigns, is impeached, or leaves the membership, and the Vice President position shall remain vacant until the next formal vote
Secretary
Shall take the notes from meetings
Shall be chiefly responsible for creating agendas
Treasurer
Shall be in charge of ensuring students pay for items, but will not deposit money (money will be deposited by the faculty advisor)
Article 6: Elections
Section 1: Elections will be held during the last month of the academic year (May) for President and all other officers will be elected in September of the following academic year
Section 2: Removal from office.
Any Executive Board member who misses four unexcused meetings throughout the year may be removed
Any absence may be excused at the discretion of the other members on the Executive Board
Impeachment of Executive Board members is allowed with a 2/3 vote of the membership
Impeached members will be allowed to remain in the membership provided their conduct is in line with the standards outlined in this Constitution.
Section 3: In the event of a mid-term vacancy
The position shall remain vacant until a member of the student council is nominated or self-nominates and a formal vote is taken by the student council membership.
Article 7: Committees
Section 1: Committees may be created by the President with the approval of the Advisor on an as needed basis. The duties and duration of these committees shall be stated by the Board upon establishment of the committee.
Article 8: Bylaws
Section 1: Bylaws of the organization shall be established and amended by a 2/3 vote of the membership.
General Membership
The Student Council membership shall consist of no more than 30 members
Student Council members must maintain at least a 75% grade average per grading cycle in all classes with no serious behavior write-ups. Members must provide a copy of their report card at the end of every cycle to the faculty advisor to confirm eligibility.
Student Council members must maintain exemplary behavior traits and must self-report to the faculty advisor if they have been issued a major infraction (resulting in a school suspension)
If a member obtains a major infraction, he or she can be subject to an expulsion vote from the membership, with a majority rule applying (more than 50% of members vote to remove)
If a member drops below a 75% grade average in any class for two consecutive cycles, he or she will be put on academic probation and will not be allowed a vote in meetings
A member on academic probation will be removed from probation once they have proven to have earned at least a 75%
Article 9: Amendments and Revisions
An amendment may be proposed by any advisor or Student Council member and approved by a majority (more than 50%) of the votes submitted.
Amendment #1 (placeholder for future student councils)
Article 10: Ratification
This constitution shall be presented by the Board to the Principal of Park View Intermediate.
A majority of votes submitted shall be required for ratification.
Approved and ratified on January 30, 2025 by the 2024-2025 Park View Intermediate Student Council
